The licensee of a residential care facility shall be responsible for the provision and maintenance of a safe environment for residents and personnel. (I, II, III)
(1)Fire safety.a. All residential care facilities shall meet the fire safety rules and regulations as promulgated by the state fire marshal. (I, II)b. The size of the facility and needs of the residents shall be taken into consideration in evaluating safety precautions and practices.(2)Safety duties of administrator. The administrator shall have a written emergency plan to be followed in the event of fire, tornado, explosion, or other emergency. (Ill)a. The plan shall be prominently posted in a common area of the building. (Ill)b. In-service shall be provided to ensure that all employees are knowledgeable of the emergency plan. (II, III)(3)Resident safety.a. Smoking shall be prohibited, except as allowed by Iowa Code chapter 142D, the smokefree air Act. (II, III)b. Whenever full or empty tanks of oxygen are being used or stored, they shall be securely supported in an upright position. (II, III)c. Residents shall receive adequate supervision to ensure against hazard from themselves, others, or elements in the environment. (I, II, III)d. Storage areas for cleaning agents, bleaches, insecticides, or any other poisonous, dangerous, or flammable materials shall be locked. Residents permitted to access these materials shall have an order by their primary care provider stating the resident is able to utilize such materials, and staff shall supervise the residents as identified in the resident's service plan. (I, II, III)e. Sufficient numbers of noncombustible trash containers with covers shall be available. (Ill) f. Residents' personal possessions that may constitute a hazard to residents or others shall be removed and stored. (Ill)(4)First-aid kit.
