These rules shall apply to all facilities that meet the definition of "children's residential facility" pursuant to Iowa Code chapter 23 7C. In the event that a children's residential facility is also subject to licensure, certification, registration, or regulation pursuant to another provision of law, those legal requirements shall take precedence over these rules.
