Rule 281-120.303 - Referral procedures(1)General. The child find system described in rule 281-120.302( 34CFR303) must include the state's procedures for use by primary referral sources for referring a child under the age of three to the Part C program. The procedures required in this subrule must: a. Provide for referring a child as soon as possible, but in no case more than seven days, after the child has been identified; andb. Meet the requirements in subrules 120.303(2) and 120.303(3).(2)Referral of specific at-risk infants and toddlers. The procedures required in subrule 120.303(1) must provide for requiring the referral of a child under the age of three who: a. Is the subject of a substantiated case of child abuse or neglect; orb. Is identified as directly affected by illegal substance abuse or withdrawal symptoms resulting from prenatal drug exposure.(3)Primary referral sources. As used in this division, primary referral sources include: a. Hospitals, including prenatal and postnatal care facilities;c. Parents, including parents of infants and toddlers;d. Child care programs and early learning programs;e. AEAs, LEAs and schools;f. Public health facilities;g. Other public health or social service agencies;h. Other clinics and health care providers;i. Public agencies and staff in the child welfare system, including child protective service and foster care;j. Homeless family shelters; andk. Domestic violence shelters and agencies.Iowa Admin.
