Rule 281-120.303 - Referral procedures
(1)General. The child find system described in rule 281-120.302( 34CFR303) must include the state's procedures for use by primary referral sources for referring a child under the age of three to the Part C program. The procedures required in this subrule must:
a. Provide for referring a child as soon as possible, but in no case more than seven days, after the child has been identified; and
b. Meet the requirements in subrules 120.303(2) and 120.303(3).
(2)Referral of specific at-risk infants and toddlers. The procedures required in subrule 120.303(1) must provide for requiring the referral of a child under the age of three who:
a. Is the subject of a substantiated case of child abuse or neglect; or
b. Is identified as directly affected by illegal substance abuse or withdrawal symptoms resulting from prenatal drug exposure.
(3)Primary referral sources. As used in this division, primary referral sources include:
a. Hospitals, including prenatal and postnatal care facilities;
b. Physicians;
c. Parents, including parents of infants and toddlers;
d. Child care programs and early learning programs;
e. AEAs, LEAs and schools;
f. Public health facilities;
g. Other public health or social service agencies;
h. Other clinics and health care providers;
i. Public agencies and staff in the child welfare system, including child protective service and foster care;
j. Homeless family shelters; and
k. Domestic violence shelters and agencies.
