In complying with rules 281-41.162 (256B, 34CFR300) and 281-41.163 (256B, 34CFR300), the state may not use funds paid to it under this chapter to satisfy state-mandated funding obligations to LEAs, including funding based on student attendance or enrollment, or inflation.
