A warehouse operator or applicant may file a formal written Cornplaint with the department if the warehouse operator or applicant contests any finding or decision of the bureau chief. Any such Cornplaints shall be resolved in contested case proceedings conducted pursuant to the applicable provisions of 21-Chapter 2.
