Any person may request a determination as to whether the proposed action would constitute a reorganization or whether the assets involved would constitute a substantial part of a public utility's assets, as defined in Iowa Code section 476.72 and these rules, by filing a petition for declaratory order, as set out in 199-Chapter 4.
