Rule 199-27.8 - Safety
(1)Iowa electrical safety code compliance. Each electric cooperative and municipal electric utility shall be subject to 199-Chapter 25 under this subrule.
(2)Interconnection compliance. Each electric cooperative and municipal electric utility shall be subject to rule 199-15.10 (476) under this subrule.
(3)Protective measures. Each electric cooperative and municipal electric utility shall exercise reasonable care to reduce those hazards inherent in connection with its electric service and to which its employees, its customers, and the general public may be subjected and shall adopt and execute a safety program designed to protect the public and fitted to the size and type of its operations.
(4)Accident investigation and prevention. Electric cooperatives and municipal electric utilities shall give reasonable assistance to the board in the investigation of the cause of accidents and in the determination of suitable means of preventing accidents.
(5)Reportable accidents. Electric cooperatives and municipal electric utilities shall maintain a summary of all reportable accidents, as defined in rule 199-25.5 (476,478), arising from operations.
(6)Grounding of secondary distribution system. Unless otherwise specified by the board, each electric cooperative and municipal electric utility shall comply with, and shall encourage customers to comply with, the applicable provisions of the acceptable standards listed in subrule 27.5(2) for the grounding of secondary circuits and equipment.
a. Ground connections should be tested for resistance at the time of installation. Each electric cooperative and municipal electric utility shall keep a record of all ground resistance measurements.
b. Each electric cooperative and municipal electric utility shall establish a program of inspection so that all artificial grounds installed shall be inspected within reasonable periods of time.
