The department shall provide a copy of the tape-recorded hearing or a printed transcript of the hearing when a record of the hearing is requested. The cost of preparing the tape or transcript shall be paid by the requesting party.
Parties who request that a hearing be recorded by certified shorthand reporters shall bear the cost, unless otherwise provided by law.
