Sec. 16.
(a) The commission or its designee, for cause, may restrict, limit, or place conditions, including probationary status, on any license at the time of issuance.(b) No person, unless currently licensed and in good standing as a jockey, exercise rider, pony person, trainer, assistant trainer, or outrider, may be mounted on horseback while on association grounds. The stewards, with good cause and in consultation with the outrider, may grant temporary and limited exemptions to this subsection for specific individuals.
