Section 71 IAC 1.5-1-33 - "Encryption", "encrypted", or "encoded" defined

Sec. 33.

"Encryption", "encrypted", or "encoded" means the scrambling or other manipulation of the audio-visual signals to mask the original video content of the signal and so cause such signals to be indecipherable and unrecognizable to any person receiving such signals without a decoder.
