Sec. 6.
All monies allocated to a registered horsemen's association for equine promotion or welfare, backside benevolence, or the necessary operations of a horsemen's association required to implement and fulfill the purposes of IC 4-35-7-12 shall be expended or held in reasonable reserve by a registered horsemen's association in the amounts and for the purposes specified by IC 4-35-7-12.
