Sec. 15.
The communications among responders section shall include the following:
(1) A description of all methods by which identified responders will exchange information and communicate with each other during a response, including the communications networks and common frequencies that will be utilized.(2) A description of the primary and back-up systems for all communication channels and systems.(3) Contain a diagram or matrix that shows the flow of information to be maintained within the emergency response system.
