Sec. 4.
(a) After the cards have been shuffled, the dealer shall cut the cards utilizing a cut card.(b) The dealer shall deal the cards, face down, in rotation, to each patron who has placed a wager and then to the dealer. The patron to the dealer's left receives the first card, and the dealer receives the last card.
