Sec. 2.
(a) In making decisions under this article, the director shall take into account the requirements of IC 4-30, the desirability of an efficient and effective procurement process, and the legislative finding that the operation of a lottery is a unique activity for state government and that policies and procedures appropriate for the performance of other governmental functions are not necessarily appropriate for the operation of a lottery.(b) All decisions made under this article are actions concerning the acquisition, leasing, or disposition of property or procurement of goods or services by the commission. All decisions by the director shall be final except as otherwise specifically set forth in this article.
