Sec. 2.
"Adult basic education (ABE) program" means instruction in basic academic and other subjects which are necessary for an adult to achieve up to an eighth grade level of skill or knowledge, to become proficient in the English language, to function in today's society, and/or continue through the secondary level of instruction.
