Sec. 10.
"Scholar" means a person who receives a letter of confirmation after meeting the following requirements:
(1) Is a resident of Indiana. As used in this subdivision, "resident of Indiana" means a United States citizen or eligible noncitizen who was domiciled in the state on or before December 31 of the year preceding application to the twenty-first century scholars program and continuously domiciled in Indiana thereafter.
