(a) Nonmunicipal solid waste landfills must ensure that: (1) the concentration of methane generated by the facility does not exceed twenty-five percent (25%) of the lower explosive limit for the gases in facility structures, excluding gas control or recovery system components; and(2) the concentration of methane gas does not exceed the lower explosive limit for the gases at the facility property boundary.(b) Nonmunicipal solid waste landfills must implement a methane monitoring program approved by the commissioner to ensure that the standards in subsection (a) are met.
