Sec. 132.1.
"Partial closure certification" means a written certification signed by the owner, operator, or permittee and an independent registered professional engineer submitted to the commissioner stating that partial closure for a unit or units of a solid waste land disposal facility has been completed in accordance with the approved closure plan.
