Sec. 16.
The project engineer shall ensure that proper post construction care is provided to protect the landfill design components from damage after construction is completed. Post construction care requirements include the following:
(1) Upon completion of soil liner construction:(A) the surface must be rolled smooth to seal the surface and to allow precipitation to run off freely;(B) the completed liner must be surveyed to confirm that the liner's thickness, slope, and other design factors are as required in the approved construction plan; and(C) the soil liner must be covered in a timely manner to prevent desiccation or damage due to extreme temperatures.(2) Upon completion of geomembrane seaming:(B) temporary weighing using sandbags, or other suitable weights, to prevent damage from: (i) wind uplift or other weather related damage; or(ii) construction activities taking place on top of the installed geomembrane.(3) Upon completion of drainage layer construction, steps must be taken to prevent damage to the drainage layer from fines related to wind borne or water borne sedimentation.(4) Upon completion of the drainage layer filter installation, if the optional filter is installed, steps must be taken to prevent damage from fines related to wind borne or water borne sedimentation.(5) Any additional requirements necessary to obtain adequate post construction care of the liner system, as specified in the construction plan or as determined by the commissioner.Solid Waste Management Board; 329 IAC 10-17-16; filed Mar 14, 1996, 5:00 p.m.: 19 IR 1840
