Sec. 13.
(a) All dead-end mains shall end with a valve and one (1) additional length of pipe beyond the valve that is properly plugged and capped.(b) All dead-end main end points shall have flushing devices attached to the valve specified in subsection (a) that is sized to provide at least two and one-half (2.5) feet per second and a maximum of five (5) feet per second in the dead-end main during flushing. No flushing device may be connected directly to a sewer.
