Sec. 2.
(a) Any person who owns or operates a water pollution treatment/control facility which is not subject to the NPDES permit program (327 IAC 5-1 through 327 IAC 5-10) or the industrial waste pretreatment permit program (327 IAC 5-15) may be required, at the commissioner's discretion, to obtain a permit to operate the water pollution control facility.
