Sec. 3.
Except as provided in section 1(b) of this rule, a person shall not distribute or sell or install an outdoor hydronic heater unless it has been certified to meet the emission limits for hydronic heaters in the New Source Performance Standard at 40 CFR 60, Subpart QQQQ, as incorporated by reference at 326 IAC 12*.
