Sec. 1.
(a) The provisions of this rule apply to each new and existing batch vapor, in-line vapor, and in-line cold and batch cold solvent cleaning machine that uses any solvent containing:(1) methylene chloride (CAS No. 75-09-2 );(2) perchloroethylene (CAS No. 127-18-4 );(3) trichloroethylene (CAS No. 79-01-6 );(4) 1,1,1-trichloroethane (CAS No. 71-55-6 );(5) carbon tetrachloride (CAS No. 56-23-5 );(6) chloroform (CAS No. 67-66-3 ); or(7) any combination of these halogenated HAP solvents; in a total concentration greater than five percent (5%) by weight as a cleaning or drying agent. The provisions of this rule do not apply to wipe cleaning activities, such as using a rag containing halogenated solvent or a spray cleaner containing halogenated solvent.
(b) The air pollution control board incorporates by reference 40 CFR 63, Subpart T*, National Emission Standards for Hazardous Air Pollutants for Halogenated Solvent Cleaning, with the exception of the following sections:(1) 40 CFR 63.463(d)(9) *, Alternative maintenance practices; and(2) 40 CFR 63.469 *, Equivalent methods of control. *These documents are incorporated by reference. Copies may be obtained from the Government Printing Office, 732 North Capitol Street NW, Washington, D.C. 20401 or are available for review and copying at the Indiana Department of Environmental Management, Office of Air Quality, Indiana Government Center-North, Tenth Floor, 100 North Senate Avenue, Indianapolis, Indiana 46204.
