Sec. 10.
(a) For purposes of this section, equipment means any vehicle, rig, tool, bit, cable, storage vessel, processing or treatment vessel, casing, pipe and other tubulars, valve, gauge, pump, compressor, meter and any other device, part, or hardware of any kind used in the operation of a well for oil and gas purposes.(b) Except for locations designated by the owner or operator that are used for the storage of equipment intended for use in the drilling and operation of wells for oil and gas purposes, the owner or operator shall not store unused equipment on a lease or unit except:(1) on a temporary basis; and(2) in a specifically designated area; while arrangements are made for the sale, recycling, or disposal of the equipment or equipment debris.
