Sec. 3.
(a) An applicant for a grant must provide project proposal assurances as set forth in this section.(b) A project assurance must include the following:(1) A definition of abbreviated terms used in the provision assurances.(2) Assurances that the acquisition, development, and maintenance of projects will be performed under lawful departmental standards. These assurances must set forth:(A) accommodation for handicapped persons as otherwise provided by law;(B) conformance with state bidding and contract requirements, including a nondiscrimination clause;(D) record maintenance, including a financial management system;(E) terms for maintenance of a site after the completion of a project; and(F) a demonstration the project is compatible with existing site conditions, including sewers and utility facilities.
