Sec. 6.
(a) Any business which makes an offer, a proposal, or a bid for the purpose of seeking the preference in IC 5-22-15-21 shall certify under the penalties of perjury that it is offering United States manufactured products within the meaning of section 4 of this rule. The certification will be made on forms provided by the department and approved by the commission on public records.(b) The department may presume the representations contained in the certification are true, thereby qualifying the business for the United States manufactured products preference.
