Sec. 15.
(a) After the opening of bids, the department shall examine all bids for mistakes. If the department finds an obvious clerical mistake in a bid, the department will correct the mistake.(b) After the award of a contract, the department may:(2) rescind a contract; or(3) modify a contract; when the department finds a mistake was mutual or unilaterally made by the bidder, but was so obvious that the department should have found the mistake.
(c) The department will not award a contract to a bidder if, due to a material mistake, it would be unconscionable to hold the bidder to its bid.(d) Changes in bids shall not be permitted if prejudicial to fair competition.(e) The department will document as a part of the contract file any changes or modifications made pursuant to this section.
