Section 14.810 - Application for Certificate of Approvala) New Heliports. The Division will issue a Certificate of Approval for a heliport in accordance with Section 14.115, and, taking into consideration:1) the heliport's proposed location;2) the heliport's size and layout;3) the relationship of the proposed heliport to the then current State and Federal Airport and Airways System;4) whether there are safe areas available for expansion purposes;5) whether the adjoining areas are free from obstructions based on a proper glide ratio;6) the nature of the terrain;7) the nature of the uses to which the proposed heliport will be put;8) the possibilities for future development; and9) the minimum standards contained in this Subpart H, including Section 14.Appendix G, Illustrations A, B and C and Section 14.Appendix H, Table A. (See Section 48 of the Act.)b) Transfer of Certificate. The Division will issue a new Certificate of Approval for the transfer of a heliport in accordance with Section 14.120(a).c) Modification of Certificate of Approval. The Division will issue a new Certificate of Approval after completion of a heliport extension or alteration that requires a modification to the Certificate of Approval in accordance with Section 14.120(b). For purposes of this Section the phrase, "extension or alteration" shall include the following:1) physical relocation of the FATO by more than 100' laterally or 25' vertically from the original certificated location;2) change in any approach/takeoff path by more than 30 degrees; or3) construction of one or more additional FATOs or TLOFs.
