The Secretary of State may suspend or revoke Illinois Mileage Tax Plates and Cards therefor, upon investigation, or upon a showing by his own records or other sufficient evidence that:
a) Such was fraudulently or erroneously issued; orb) The registered vehicle has been dismantled or wrecked; orc) Required fees or taxes have not been paid and remain unpaid after demand, and as due to the Secretary of State or the Illinois Commerce Commission; ord) When such is knowingly displayed upon a vehicle other than the one for which issued and a proper transfer application has not been filed pursuant to Sections 3-501, 3-502 and 3-504 of the Code; ore) The owner has committed an offense under Chapter 3 of the Code; orf) The owner of the vehicle fails to make the quarterly report required by this Code in Section 3-818; org) The vehicle has a speedometer or odometer which is disconnected or broken.Ill.
