As used in G-UR.4.1 (Maintenance of Equipment) of the National Institute of Standards and Technology Handbook 44, which is adopted in Section 8 of the Act, for purposes of this Subpart, "predominantly" means as follows:
a) The majority of the devices are found to be in error in a direction favorable to the device user and the average error of all devices is in favor of the device user by more than one-half maintenance tolerance; orb) The average error of any single product or grade is in favor of the device user by more one-half maintenance tolerance.Ill.
