Reimbursements to hospitals shall not exceed the amount determined to be reasonable under Sec. 1861 (V) Social Security Act ( 42 U.S.C. 1395 v) and in accordance with Sec. 1122 Social Security Act ( 42 U.S.C. 1320 a) (nonapproved capital expenditures).
