This value shall be determined by the source based on tests conducted and records maintained pursuant to the requirements of Section 219.213 of this Subpart demonstrating the amount of coating solids consumed as both liquid and powder. Tests methods and recordkeeping requirements shall be approved by the Agency and USEPA and contained in the source's operating permit as federally enforceable permit conditions, subject to the following restrictions: | ||
i) | K cannot exceed 0.9 for non-recycled powder coating systems; or | |||
ii) | K cannot exceed 2.0 for recycled powder coating systems. | |||
