Section 215.462 - Green Tire Spraying OperationsThe owner or operator of a green tire spraying operation at a pneumatic rubber tire manufacturing facility shall:
a) Install and operate: 1) A capture system with a minimum capture efficiency of 90 percent by weight of volatile organic material; and2) A control device that meets the requirements of one of the following:A) A carbon adsorption system designed and operated in a manner such that there is at least 90 percent removal of volatile organic material by weight from the bases ducted to the control device;B) An afterburning system that oxidizes at least 90 percent of the captured non-methane volatile organic material (measured as total combustible carbon) to carbon dioxide and water; orC) An alternative volatile organic material emission reduction system demonstrated to have at least a 90 percent overall reduction efficiency and approved by the Agency.b) Substitute for the normal solvent-based mold release compound water-based sprays containing: 1) No more than five percent by volume of volatile organic material as applied for the inside of tires;2) No more than ten percent by volume of volatile organic material as applied for the outside of tires.Ill.
