Section 215.445 - Leaks: General Requirementsa) The owner or operator of a petroleum refinery shall: 1) Develop a monitoring program plan consistent with the provisions of Section 215.446;2) Conduct a monitoring program consistent with the provisions of Section 215.447;3) Conduct all tests for leaks in accordance with Method 21, 40 CFR 60, Appendix A, incorporated by reference in Section 215.105.4) Record all leaking components which have a volatile organic material concentration exceeding 10,000 ppm consistent with the provisions of Section 215.448;5) Identify each component consistent with the monitoring program plan submitted pursuant to Section 215.446;6) Repair and retest the leaking components as soon as possible within 22 days after the leak is found, but no later than June 1 for the purposes of Section 215.447(a)(1), unless the leaking components cannot be repaired until the unit is shut down for turnaround; and7) Report to the Agency consistent with the provisions of Section 215.449.b) A component shall be considered to be leaking if the volatile organic material concentration exceeds 10,000 ppm when measured at a distance of 0 cm from the component as determined by Method 21, 40 C.F.R. 60, Appendix A, incorporated by reference in Section 215.105.Ill.
