A majority of the voting members constitutes a quorum. All Commission votesare bya majority vote of the appointed voting members [775 ILCS 40/20(b)] , except for votes to refer cases to the Circuit Court, which require 5 affirmative votes (see 775 ILCS 40/45(c)) .
