Idaho Admin. Code r. 58.01.25.370

Current through September 2, 2024
Section 58.01.25.370 - PRETREATMENT STANDARDS
01.Purpose and Applicability. This section and 40 CFR Part 403.1 through 40 CFR 403.3, and 40 CFR 403.5 through 40 CFR 403.18 apply to:
a. Pollutants from non-domestic sources covered by Pretreatment Standards that are indirectly discharged into or transported by truck, rail, or otherwise introduced into POTWs as defined in Subsection 370.04 and 40 CFR 403.3;
b. POTWs that receive wastewater from sources subject to National Pretreatment Standards; and
c. A new or existing source subject to Pretreatment Standards. National Pretreatment Standards do not apply to sources discharging to a sewer that is not connected to a POTW.
02.Objectives of General Pretreatment Regulations. This section and 40 CFR Part 403 fulfill three (3) objectives:
a. To prevent the introduction of pollutants into POTWs that will interfere with operating a POTW, including interference with its use or disposal of municipal sludge;
b. To prevent the introduction of pollutants into POTWs that will pass through the treatment works or otherwise be incompatible with the works; and
c. To improve opportunities to recycle and reclaim municipal and industrial wastewaters and sludges.
03.Department Program in Lieu of a POTW Program. 40 CFR 403.8(a) requires certain POTWs develop a pretreatment program. The Department may, on a case-by-case basis, assume responsibility for implementing the POTW pretreatment program requirements in 40 CFR 403.8(f) in lieu of requiring the POTW to develop a pretreatment program. This does not preclude POTWs from independently developing pretreatment programs.
