Except as otherwise provided by these rules, the application must comply with Section 314 including that the information must be in sufficient detail. The Department will send written notice to the applicant of whether the application is complete within sixty (60) days of receiving the application and, if the Department fails to send the written notice, the application will be deemed complete.
