Section 31.01.01.039 - PERSONS - PERSONS NOT PARTIES - INTERESTED PERSONS - PUBLIC INVOLVEMENT01.Persons and Person Not Parties. The term "person" includes natural persons, partnerships, corporations, associations, municipalities, government entities and subdivisions, and any other entity authorized by law to participate in administrative proceedings. Persons other than the persons named in Rules 32 through 37 are not parties for the purpose of any statute or rule addressing rights or obligations of parties.02.Interested Persons. For purposes of the Commission Secretary's service of notice under Rules 113, 123, and 202 interested persons are:(1) municipalities, counties, and chambers of commerce in the area affected by a proceeding and(2) persons who were parties to any similar proceeding involving the same utility or railroad in the preceding three (3) years. This rule does not define interested persons for purposes of Section 61-626, Idaho Code.03.Public Involvement.
