Section 11.04.01.635 - DECLARATIONS01.Scratched or Declared. No horse is considered scratched or declared until the Trainer or an authorized agent, or some person authorized by the Trainer, has given due and timely notice in writing to the Racing Secretary.02.Stake Races. For stake races, if a horse is not named through the entry box at the specified time of closing, the horse is automatically out.03.Irrevocable. The declaration or scratch of a horse is irrevocable.04.Miscarriage. If the miscarriage of any declaration by mail or otherwise is alleged, satisfactory proof of such miscarriage is required; otherwise, the declaration is accepted as of the time alleged.05.Stewards. All declarations are under the supervision of the Stewards.Idaho Admin. Code r. 11.04.01.635
