All final orders, opinions or rulings entered by the commission in a proceeding and rules adopted by the commission shall be certified and served upon the parties or persons participating in the proceeding by regular mail or personal delivery by the commission and shall be released for general publication. Copies of published materials shall be available for public inspection in the office of the commission or may be obtained upon request and upon payment of charges, if any.
