Section 6-83-92 - Complaint
(a) Unless ordered or directed otherwise by the commission, any complaint (formal or informal) against any person, excavator, or operator subject to the commission's jurisdiction, alleging a violation of any provision of chapter 269E, HRS, these rules, or any order of the commission shall be processed in accordance with chapter 6-61, HAR, when not inconsistent with the provisions of chapter 269E, HRS.
(b) All matters upon which a complaint may be founded may be joined in one hearing, and no motion shall be entertained against a complaint for misjoinder of causes of action or grievances or misjoinder or nonjoinder of parties.
(c) Whenever the commission is of the opinion that the complaint does not state reasonable grounds for investigation and action on the commission's part, the commission may dismiss the complaint.
