Telecommunications carriers shall enter into negotiations on the prices, terms, and conditions for access, interconnection, and unbundled facilities, functions, and services and for the resale of unbundled facilities, functions, and services, except that the prices for access and unbundled facilities, functions, and services and for the resale of unbundled facilities, functions, and services must be tariffed, as provided in subchapter 4. The carriers shall negotiate in good faith and use their best efforts to reach agreement.
