The purpose of this chapter is to adopt standards for the installation, operation, and maintenance of overhead and underground electrical supply and communication lines that are used to provide public utility service in the State, in order to ensure the adequacy and reliability of service and the safety of the general public and of all persons who engage in the installation, operation, and maintenance of the lines.
