Every motor carrier shall read the following rules, become familiar with the rules, and require all its drivers and employees to read and become familiar with these rules. These rules apply to all motor carriers under the commission's jurisdiction, and all motor carriers shall at all times comply with these rules, all applicable laws of the State, and ordinances of the various counties.
