The loan application and review procedures shall be as provided in exhibit no. 1 entitled "State of Hawaii, Department of Budget and Finance, loan application and review procedures for Financing of Processing Enterprises through the Issuance of Special Purpose Revenue Bonds," dated August 5, 1985, located at the end of this chapter which is made a part of this section.
