Edible roots of the enumerated cruciferous vegetables from the United States, its territories, and foreign countries not determined to be free of cabbage maggot, may be introduced into Hawaii, provided each shipment is accompanied by a phytosanitary certificate or certificate of treatment certifying that the vegetables contained in the shipment were subjected to treatment approved by the chief.
