The department is authorized to place a quarantine on any swine, herd, premises, district, or island whenever in its opinion such action is necessary to prevent the spread of a severe transmissible disease. No swine shall be removed from or added to such herds, premises, or area except by permit from the department. This quarantine shall remain in effect until rescinded by the department.
