Section 4-1-45 - Service of papers(a) The board or hearing officer shall serve all orders, notices, and other papers issued by the board or hearing officer, together with any other papers which the board or hearing officer is required by law to serve. All other papers shall be served by the party filing them.(b) All papers, including notice of final board action, shall be served: (1) On all counsel of record at the time of filing;(2) Upon parties not represented by counsel; or(3) Upon agents designated by parties or by law.(c) Any counsel entering an appearance subsequent to the initiation of a proceeding shall notify all other counsel of record and all parties not represented by counsel of this fact.(d) Service of papers shall be made personally or by first-class certified mail.(e) A party shall be in default upon failure or refusal to adhere to papers served in accordance with this section.[Eff SEP 20 1986] (Auth: HRS § 91-2) (Imp: HRS § 91-2)
