In the event an application for the issuance or renewal of a license, permit, or certificate is denied, the chairperson or the chairperson's designated representative shall promptly notify the applicant of the board's action by letter which shall include a concise statement of the reasons therefor and of the applicant's right to a hearing if the applicant so desires.
