All persons and parties shall comply with these rules of practice and procedure when appearing before the board. Procedures to be followed, unless specifically prescribed in this chapter or in chapter 91, HRS, shall be those which best serve the purposes of the proceeding. For good cause shown, the provisions of these rules may be modified or waived.
